Because duplicate content can affect your pagerank, Google has the provision to report sites that have stolen content. Getting reported can result in the thief site being removed from Google search results. If they are trying to earn revenue through adsense, this can hurt them big time since people can no longer find their site in search results, and may even result in their adsense account being banned.
